'dell, of venturebeat.com. as well as john myers, kxtv political editor joining us from sacramento. governor jerry brown struck a confident tone on thursday, applauding lawmakers and voters for making tough decisions to balance california's budget. he also pushed for his priorities including education and regulatory reform. now, john, how would you rate his speech and what left the biggest impressions on you? >> well, you know, rating the speech, a speech from jerry brown is really tough to do because it's unlike any other speech you get from any other governor. how many governors go from the book of genesis to "the little engine that could" in one 25-minute speech? this was a vintage jerry brown speech. i think really what you saw here was a little bit of the governor running a victory lap. proposition 30 passed. temporary taxes passed. the budget looks a lot better. i think this was the governor's chance to pivot, to pivot to talking about what makes california great, how we get them back on track. don't worry, we're getting there. so i took this as a real optimistic speech with a lot of details, a lo

to be - it's now on the agenda of the local body for this month that it is not well managed from sacramento. i heard what the board wanted to do was they would be sued by the developmenter. people in our neighborhood were threatened with subpoenas that were so what we have here is a process that we can't allow to be the normal thing. i was actually threatened by the lawyer from the church and the church was going to sue me. now, of course, that didn't represent what the church had in mind. i can tell you that diane 92 son will be meeting with them. i'll have to come back and talk more about this >> further comments? sue i would like to second the request from the local sierra club that when you get to item 12 the certification of the e i r you'll not hold it over for two weeks. the documents are available for 2 weeks in advance. i further ask that the staff do a much better presentation on

and live doppler 7hd is picking up some of the clouds toward stockton as well as the sacramento valley area. you can see them near the coast. there were reports of light rain. eureka toward red way and this is what could possibly sneak in the higher terrain around the bay area overnight tonight and early toúorrow morning. we will definitely put a chance of sprinkles in our forecast. it is getting cold and napa at 37 and 48 in san francisco and 46 in san jose. a cold weekend. we will warm up this upcoming workweek. my accu-weather seven-day forecast is straight ahead. >> thank you so much. >>> now to the tragic nightclub fire in brazil. it hpped in the southern brazil town of santa maria. here are the details. >> reporter: you are looking at the desperate effort to save lives as a saturday night party turned into a national tragedy at this club in brazil. young men swung axes and sledgehammers trying to hack out escape routes for those hiding behind the walls. the club was packed with college party goers when members of the band on stage reportedly lit flares to set the ceiling on fire. >>

number 521 which travels between sacramento and davis running about 30 minutes late this morning. so give yourself some extra time. 880 the nimitz approaching and passing the coliseum is moving along just fine. no accidents so far for 880. very light traffic over at the san mateo bridge. here's lawrence with a look at the forecast. >> all right. liza, we have a couple of clouds outside right now. looks like a few more clouds on the way throughout the morning hours. then by the time we get to the afternoon a lot of sunshine as high pressure builds in. still breezy in spots especially at the coastline. temperatures not as cold because of the cloud cover some 30s and 40s. as we head toward the afternoon we should satisfy some sunshine and just a few passing clouds and 50s and 60s for highs. so yeah, looks like this low is finally kicking eastward. a cool weekend but that low is shifting moving toward the east. high pressure going to be building in. that is really going to warm up the temperatures very nicely. going to be mild today and then i think

. and paychecks will still be mailed as they are today from sacramento. so it takes two additional days for the paychecks to be mailed. however, the system -- the new system will take longer for providers to be paid, because when the system changes first of all, we have downtime, when the system changes over. so there is going to be three working days where no one will be able to enter anything into the system or change anything in the system at all. and then it will take longer for paychecks to be mailed to chico than it is to just mail within san francisco. also the computer, when it can't read the images that are on the new time sheets, it will send an electronic image back here to san francisco to our office, and we will have to troubleshoot that and work it out. and as only three counties have gone live with this new system before us, they had a lot of growing pains with the system and we anticipate there will be some other things that will happen. we're concerned about the impact about the impacts this will have on the providers and consumers. we are working very closely with

benefits that people in sacramento are often accustomed to. thank you. >> thank you, sir. next i have miss deborah benedict. : >> hi. deborah benedict, again with senior and disability action and i will also mention that i am a member of californians for disability rights, which is a statewide organization that does keep track of the lawsuits and actions that are going on statewide. so it might behoove the mayor's office on disability to join the californians for disability rights, because there are plenty of emails that i get blasted about that kind of information. one of the things that i wanted to share about my experience of being in managed care at this point was my managed care provider, which is lion martin health care, claimed that they were trying to improve patient experience and they cut out the ability to make appointments on a voicemail or that was connected to the company. so now you get put into a phone queue. and i don't know how many people are familiar with being endlessly in loops of phone queues, but it's extremely frustrating when you are sick or need to make an app

to speak to for just a minute -- this originates in sacramento, but the fact that the medical budget cuts meant that people no longer get dental care, incontinence supplies is not paid for. this is creating a horrible situation for a lot of people that cannot afford dental care. there is very few avenue to get anything done besides getting a tooth pulled on an emergency basis. so those are quality of life issues. the last thing i would like to speak to is just asking us to address the question of who gets left out of the information loop? i was struck by some of the recent community meetings that were sponsored around the changes that were talked about megan elliot. at both senior sites we had probably 300 people who came to hear about that. and then i'm thinking well who got left out of that and who maybe didn't hear about that? because there is an existing network of senior centers and senior housing where a lot of information gets communicates, but i think sometimes we tend to keep connecting to the same people who already have a connection. and that i think we have to think about who

. again, trains are running between sacramento and davis. we'll go back outside check out the bay bridge commute where it is starting to look like a monday. you can see a backup on the outside lanes from about the 880 overcrossing. if you have fastrak, you're just rolling through with just a minor backup as you need to slow down as you head through the tollbooth. we'll check the rest of the commute 101 approaching mckee. no big problems for all of san jose. that is moving well in both directions of 101. and the san mateo bridge westbound traffic looking good approaching the toll plaza. it's more crowded now but no big delays at the pay gates on the right. traffic still doing okay across the bridge know foster city. keep in mind there is a water main break which has shut down the intersection of cal aroga outside southland mall. frank. >> thank you. >>> this just in. three people now under arrest this morning all in connection with a deadly nightclub fire in brazil over the weekend. the fire broke out early yesterday morning in the southern cit

between sacramento and davis. we have a 30-minute to 90-minute delay after the trespasser incidents. don't have details on what exactly happened. trains are moving again. half hour to maybe an hour and a half depending on where along that line you get in. trains will come into the bay area aer that earlier issue. here we look at south 880 through hayward and into union city with slower southbound commute. we expect that as volume starts to build. also laura told you about that power pole down over there in san lorenzo. there may be some power out for signals around the area. a major roadway parallel toward 880 so that's what you'll have to watch for a little bit. be careful. you may have traffic control. meanwhile, castro valley y picks up volume north 238. keep that in mind. folks heading up to bay bridge, we have metering lights on at the toll plaza and the backup here. you see fastrak lance lanes are moving. east shore freeway moving into the 50s through berkeley and eme emeryvil emeryville. palo alto northbound with those taillights past willow avenue and heading up in toward san mat
